How to intall a Modem when one only has modem card, without software ?

OS (W2k) doesn’t recognize it, and on the modem card there is no clear I.D. Nor manufacturer. There are many “numbers”, but none of those specifically and clearly indicates contact address for help.
Isn’t it strange in the era when even children toys have those helpful info?
